Background

Empowering West Berkshire (EWB) is an organisation which was established in 2013 to promote any charitable purpose for the benefit of the public, principally but not exclusively in West Berkshire. In particular EWB is responsible for building the capacity of voluntary and community sector organisations and providing them with the necessary support, information and services to enable them to pursue or contribute to any charitable purpose.

EWB is also responsible for promoting cooperation and partnership working between the voluntary and community sector, statutory and other relevant bodies in order to achieve the best outcomes for people in West Berkshire.


Proposal

The proposal is to cease the funding provided to EWB saving the council £50,000.


What do we think the impact will be?

There will be no "umbrella body" in West Berkshire to support voluntary and community sector organisations in building capacity, providing advice and support in writing funding bids and in providing a range of training opportunities such as safeguarding etc.


What else have we considered in arriving at our proposal?

Given that EWB is the only organisation in West Berkshire to provide this overarching role for voluntary and community sector organisations, no other proposals have been explored at this stage. This will mean that funding advice and support in writing funding bids together training opportunities offered to the sector will not be available in the future.

What we did

A recommendation on how to proceed with this proposal was made to the Executive Members on 11 February 2016.

This can also be found below in 'Overview and Recommendation'.

Following this, at the Full Council Meeting on 1 March 2016, all Members discussed this proposal as part of setting the Revenue Budget for 2016/17.

At the vote, the budget was agreed with the suggested amendments.

It was agreed to provide £25,000 in transition funding in 2016 for this service.
