The council employs an access officer to advise council staff and external customers and partners on access and inclusiveness, specifically for people who have disabilities.

The post monitors compliance with the Equality Act 2010 and ensures we provide services that are accessible to people with disabilities, which is a requirement of the Disability Discrimination Act. The post also trains external service providers (including companies that deliver services on the council's behalf) with training on access and equalities, for example taxi drivers. The post provides expert scrutiny of planning applications and supports the Planning Access Panel to provide comment on accessibility and inclusivity. This post also manages and consults with the various stakeholder groups such as the Disability Alliance.


The Access Officer post will be removed with a saving of £48,000.

What do we think the impact will be?

Some developments may not be as accessible as they would be following comment by the Access Officer and Panel. Some service providers may not provide a fully accessible service or have to seek advice elsewhere.

What we did

A recommendation on how to proceed with this proposal was made to the Executive Members on 11 February 2016.

This can also be found below in 'Overview and Recommendation'.

Following this, at the Full Council Meeting on 1 March 2016, all Members discussed this proposal as part of setting the Revenue Budget for 2016/17.

At the vote, the budget was agreed with the suggested amendments.

It was agreed to proceed with this proposal.
