Recycling Centre Permit Scheme

For use at Newtown Road and Padworth Recycling Centres


Please note that there may be a delay in receiving your permit due to Covid-19.

*If your green HWRC car permit has expired, please do not worry. We will continue to accept these permits as being valid at our recycling centres until further notice.* 


All households in West Berkshire will have received a Household Waste Recycling Centre permit.

You must display this permit in your car whenever you wish to use Newtown Road (Newbury) or Padworth Lane (Padworth).

If you haven't received your permit, lost it, or you've just moved into the area, you can request a permit online. Please do not use this form if your green permit is expiring.


Please note: there is a separate scheme for vans and commercial type vehicles, including temporary permits for hire vehicles.


About the Permit

We have put the permit scheme in place as our recycling centres are used by a large number of people from outside the district. We feel it is unfair to ask West Berkshire Council tax payers to fund a service for residents living in other Local Authority areas.

Non-residents who want to use West Berkshire HWRCs

From 2 August 2021 residents living outside of the West Berkshire District boundary (non-residents) are able to access both of our HWRCs (at Newtown Road and Padworth Lane) by paying £7 per visit upon arrival.

The types of cars that will be accepted are shown on page 6 of our pdf icon Household Waste Recycling Centres - User Guide [2Mb] and are the same as for the HWRC Car permits.

Please note that non-residents are not able to dispose of asbestos within West Berkshire and are unable to use any Commercial Type Vehicles (CTV) or hire vehicles to access the site.
