West Berkshire Council

Community Planning

A 'Community Plan' (also known as a 'Parish Plan' or a 'Vision'), forms the blueprint for how a community wants to see itself develop over a five to ten year period. This can cover all aspects of community life, including services, facilities, roads, community safety, access to health services, playgrounds, open spaces, social clubs and many more topics.

A Community Plan is developed after detailed consultation with residents to make sure that the final Plan reflects their needs, views and interests.
From this initial consultation, an action plan is created that lists the key priority issues chosen by members of that community.
The action plan includes timescales for the delivery of specific projects that aim to address these issues with the full support of the council.

The advantages of being a community with a Community Plan include:

  • giving residents the opportunity to express their views and take control over how they want to see their community develop
  • providing clear published evidence of community needs and priorities which can be referred to as a formal record
  • creating a real sense of community spirit - increased volunteering is often observed following the adoption of a Community Plan
  • helping the council to determine more accurately how local services are delivered in your area
  • giving a basis for consideration when planning applications are received to understand the community's view
  • securing grant money (up to £5,000), available via our Parish Plan Grant Fund, for improvements and projects - plans can be used as evidence for accessing other funding opportunities
  • better partnership working with local agencies on specified projects
  • stronger links between the community and the corresponding Town or Parish Council , encouraging cooperation and understanding

Any parish or town within the district can develop a Community Plan, and we can help you through the process.
