[ARCHIVED] Budget Proposal 2016/17 - Phase One: Traffic Management and Road Safety

Background

The council has a statutory duty to provide a Traffic Management and Road Safety Service. This team provides a wide range of services including:

  • Dealing with speed limit changes
  • Accident investigation
  • Accident reduction schemes
  • School safety schemes
  • Road closures
  • Traffic Orders
  • Signing and roadmarking maintenance
  • Cycle training
  • Community speed watch
  • Road safety education campaigns as well as investigating and responding to around 150 enquiries every month from members of the public, Councillors and parish councils

Proposal

We are proposing to delete one Traffic Management Project Engineer from our team of six officers.

We are also proposing a reduction of £60,000 (40%) in our annual budget of £147,000 for maintaining traffic signs and roadmarkings.


What do we think the impact will be?

The staffing reduction will reduce our capability for carrying out parking studies, traffic management investigations and dealing with the many service requests we receive from local residents.

The 40% reduction in the maintenance budget will mean that only essential signs (eg signs giving orders and warning signs) and roadmarkings will be replaced or refurbished.  Many signs will remain dirty or damaged and road markings will become faded.


What else have we considered in arriving at our proposal?

The council is limited in deciding which traffic services to stop in order to reduce costs as we have a statutory duty to prepare Traffic Orders for various highway activities such as road closures, along with a number of other functions.  We are aware that traffic management and road safety is an area of concern for many local residents particularly with respect to parking and speeding issues and so we intend to retain some staff to deal with these matters on a prioritised basis.

What we did

A recommendation on how to proceed with this proposal was made to the Executive Members on 11 February 2016.

Following this, at the Full Council Meeting on 1 March 2016, all Members discussed this proposal as part of setting the Revenue Budget for 2016/17.

At the vote, the budget was agreed with the suggested amendments.

It was agreed to proceed with this proposal.
