Housing Strategy

Assessing current and future needs and priorities

Housing impacts on many areas of everyday life.  To make sure we provide the right housing services to meet local needs and priorities, we produce a strategy.  When developing this strategy, we consult with members of the local community and our partners within the housing, health, social care and private sectors to make sure we take their views into account.

The result is ourpdf icon Housing Strategy for 2010-2015 [29Mb], a detailed assessment of current and future needs within West Berkshire.

The strategy reflects the key priorities identified within national, regional and sub-regional housing policy, and sets out:

  • a 'Housing Vision' for the district
  • the district's key housing aims
  • the reasoning behind those aims
  • the most urgent areas for action over the five years
  • the money that's available, how it will be used and how additional funds will be found
  • a summary of recent performance
  • an Action Plan, including targets, that we and others can judge our performance against,  with timetables for achieving our targets

Our Housing Vision

Through consultation we developed a vision for the district for housing services which:

  • provide quality housing
  • deliver appropriate housing services - meeting a range of needs, tenures and sizes, with high levels of accessibility to reflect people's changing needs
  • are affordable - not just in terms of our housing costs but also in respect of running costs
  • offer support - to make sure that vulnerable households are able to maintain their homes
  • are sustainable - in terms of the environment, community and meeting future needs
  • are safe and secure, building communities that include everyone, and where people have a sense of belonging

Our Priorities

The actions identified within the strategy reflect and contribute towards achieving our housing vision.
In particular, we will prioritise activities that contribute to:

  • the prevention of homelessness by early and proactive intervention
  • provision of new affordable housing to meet urgent and immediate identified needs
  • green and sustainable activities that reduce fuel poverty and minimise domestic CO2 emissions
  • meeting the needs of our rural communities
  • partnership working to make sure we work efficiently and in a joined-up way with our partners
  • performance management to monitor, review and improve our delivery of the action plan
