Scrap Metal Dealers Licence

Applying for, or renewing, a licence to operate as a scrap metal dealer

The definition of a scrap metal dealer in West Berkshire, in line with the Scrap Metal Dealers Act 2013, is:

  • someone who buys or sells worn-out or discarded metal or metal products, either from fixed premises within the West Berkshire area, or operates without premises but is resident within West Berkshire (previously known as an "itinerant collector")

Prior to 2013, Motor Salvage Operators required a separate licence, but this is no longer the case.
Anyone who dismantles old or damaged vehicles for salvageable parts, repairs previously written-off vehicles for resale, or trades vehicles for either of these purposes at premises within the West Berkshire area must be authorised as a scrap metal dealer.

All businesses that fall under this definition of a scrap metal dealer must be authorised by West Berkshire Council to hold a site or collectors licence.

Cashless trading is also now incorporated into the law.

Applying for a licence

There are two types of licence, both lasting for three years. 

These are:

  • a Site licence
  • a Collector's licence (mobile)

Both of these can be applied for online.

A dealer can only hold one type of licence in any one local authority area, but can apply to run more than one fixed site.

The fee to apply for a Site or Collector's licence is currently ¬£102.  You can pay:

  • by cheque (made payable to West Berkshire District Council)
  • by debit or credit card over the telephone quoting reference 25100/T023W
  • in person at our Cash Office at Market Street, Newbury

Suitability checks

By law we must not issue a licence unless we're satisfied that the applicant is a suitable person to carry on business as a scrap metal dealer.
In the case of a partnership this means assessing the suitability of each of the partners, while in the case of a company it means assessing the suitability of any directors, company secretaries or shadow directors.

As part of the application process all applicants will be required to provide a Basic Disclosure Certificate from Disclosure Scotland.
